DUFFY, Justice: In this proceeding, Lester M. Johnson (appellant), a Delaware prisoner who has been transferred to a Federal prison outside this State, appeals a dismissal by the Superior Court of his petition for a writ of mandamus, 10 Del.C. § 564, to compel the State to provide him with Delaware legal reference materials and with mailing privileges equal to those available to prisoners housed in Delaware.
